Our core area of business is facility management and maintenance of federal government properties. We have been in operation for over thirteen years and have existing contracts at locations across the country.
Position Summary
This position will provide overall management and operational direction for a geographically dispersed workforce that includes dedicated HVAC technicians, a floating HVAC technician, administrative support, and the Texarkana custodial and grounds team.
The Project Manager will also serve as Accord Federal Services' authorized day-to-day representative and primary point of contact with the Government Contracting Officer, Government representatives, facility occupants, subcontractors, and other stakeholders.
Key Responsibilities
- Direct and coordinate contract operations across four federal facilities, including preventive maintenance, demand maintenance, HVAC/BAS operations, custodial services, grounds maintenance, quality control, safety, reporting, and specialty subcontractor support.
- Serve as AFS's primary day-to-day representative and point of contact for the Contracting Officer, Government representatives, tenants, security personnel, employees, and subcontractors.
- Interpret, implement, and enforce applicable contract requirements, Statements of Work, task orders, approved plans, schedules, collective bargaining obligations, Government directives, and company policies.
- Plan, assign, and monitor work for resident HVAC technicians at each facility and a floating HVAC technician while maintaining appropriate staffing and service coverage.
- Coordinate quarterly HVAC/BAS preventive maintenance and technical support provided by Powers of Arkansas, including reviewing service tickets, recommendations, deficiencies, and corrective actions.
- Develop, maintain, and monitor preventive-maintenance schedules, work orders, service-call priorities, recurring deliverables, staffing schedules, training records, licenses, certifications, and equipment condition records.
- Utilize the Government's National Computerized Maintenance Management System (NCMMS) and other required systems to manage work orders, asset history, preventive maintenance, deficiencies, labor, materials, and reporting.
- Provide management direction and timely response to emergency and priority service calls, including after-hours events, and ensure appropriate escalation to AFS and Government personnel.
- Lead contract transition activities, including incumbent workforce outreach, right-of-first-refusal coordination, onboarding, badging, training, asset validation, work-order review, and transfer of institutional knowledge.
- Implement and administer AFS's Quality Control Plan, conduct or direct inspections, document deficiencies and nonconformances, assign corrective actions, verify completion, and identify opportunities to prevent recurrence.
- Administer applicable safety and environmental requirements, including hazard communication, lockout/tagout, asbestos and lead awareness, PPE, incident reporting, refrigerant management, and stop-work authority.
- Supervise union and non-union personnel in accordance with applicable collective bargaining agreements, wage determinations, company policies, and federal labor requirements.
- Manage supplies, tools, materials, equipment, subcontractor performance, and service documentation while protecting Government property and controlling costs.
- Prepare and submit accurate weekly, monthly, quarterly, annual, emergency, energy/water, quality, safety, staffing, and other contract-required reports.
- Participate in Government meetings, inspections, audits, and performance reviews.
- Maintain professional conduct, appearance, confidentiality, and customer-service standards appropriate for occupied federal courthouses and public-facing facilities.
Requirements
Required Qualifications
- Demonstrated management or supervisory experience in facilities operations and maintenance or a closely related field.
- Experience directing a technical workforce and coordinating multiple work streams, preferably across multiple locations.
- Ability to interpret and administer contract requirements, technical specifications, preventive-maintenance procedures, safety requirements, and Government reporting obligations.
- Ability and willingness to exercise day-to-day authority on behalf of AFS regarding contract operations and remain available to Government representatives during normal working hours and for emergency escalation.
- Strong written and verbal communication skills sufficient to supervise employees, communicate effectively with Government officials and facility occupants, prepare reports, and provide clear work instructions.
- Proficiency with computerized maintenance-management systems and standard business software, including email, word processing, spreadsheets, scheduling, and document management applications.
- Ability to work primarily on site in Shreveport, Louisiana, with regular travel to Alexandria, Monroe, and Texarkana.
- Ability to obtain and maintain required Government suitability approval, Personal Identity Verification (PIV) credentials, building access, and any required background investigation.
Preferred Qualifications
- Five or more years of experience managing federal, state, institutional, healthcare, judicial, or similarly regulated facilities O&M contracts.
- Experience managing a geographically dispersed workforce under a single contract.
- Experience working in occupied federal buildings or other highly regulated facilities.
- Experience with GSA/PBS facilities and Government facility-management contracts.
- Experience with NCMMS or similar computerized maintenance-management systems.
- Experience preparing and managing Government contract deliverables and contractor quality-control programs.
- Experience with BAS/controls, including Tridium Niagara/JACE platforms.
- Experience with energy management and utility reporting.
- Experience administering or supervising unionized workforces.
- PMP, Certified Facility Manager (CFM), Facilities Management Professional (FMP), OSHA 30, or comparable management/safety certification.
- Bachelor's degree in engineering, facilities management, construction management, business administration, or a related field. Equivalent directly relevant experience may be considered in lieu of a degree.
