Job Title: Project Manager and Contractor Lead
Location: On-site — 4200 Wilson Boulevard and 4601 N. Fairfax Drive, Arlington, VA 22203.
Work Schedule: Monday through Friday; on-site.
Security Requirements: Must successfully complete the required DHS/CISA background investigation and obtain and maintain a favorable suitability/fitness determination/public trust and required facility and system access.
Work Authorization: U.S. citizenship required for DHS IT system access. Must be authorized to work in the United States.
AttainX is seeking a Project Manager and Contractor Lead to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Infrastructure and Risk Modeling Environment (IRME). This key personnel position leads the modernization and sustainment effort, manages multidisciplinary teams, and serves as the primary contact for Government contracting and technical representatives. The role aligns delivery, resources, risks, and stakeholder communications with mission needs.
Qualifications and Education Requirements:
- A bachelor’s or master’s degree in management, engineering, computer science, or information systems. Alternatively, 10 additional years of relevant experience may substitute for a bachelor’s degree, for 15 years total, including the required 5 years in IT project management.
- A minimum of 5 years in IT project management, including direct experience leading and delivering IT solutions within DHS.
- Experience executing and managing IT programs, including direct experience leading and executing IT solutions within DHS.
- Experience applying agile methodologies, including backlog management, sprint planning, and iterative delivery.
- Experience with cloud projects or legacy modernization, including API integration and microservices.
- At least one certification in ITIL v3 or v4, project management such as PMP, or Agile such as Scrum Master required.
- Ability to read, write, speak, and understand English to manage program activities and communicate with Government stakeholders.
- Ability to manage schedules, resources, costs, risks, deliverables, and technical performance; Government approval is required for this key personnel role.
- Must be a US Citizen able to obtain and maintain a DHS CISA IRME Public Trust clearance.
Job Duties:
- Lead contractor performance across project management, transformation, application development, enterprise data, and operations; serve as the primary contact for the Contracting Officer and Contracting Officer’s Representative (COR).
- Develop and maintain management plans, schedules, responsibilities, milestones, risk mitigation actions, and project documentation; track cost, schedule, and performance.
- Direct agile planning and coordinate development, migration, testing, deployment, and sustainment to maintain service continuity.
- Coordinate a comprehensive assessment of cloud infrastructure, software, data flows, integrations, technical debt, vulnerabilities, and performance bottlenecks.
- Develop a phased modernization roadmap with options analysis, cost-benefit assessments, risks, milestone decisions, and measurable success criteria.
- Facilitate stakeholder meetings, briefings, demonstrations, and working sessions; oversee requirements traceability, decisions, action items, and project communications.
- Coordinate enterprise architecture, Systems Engineering Life Cycle, capital planning, and budgeting governance activities and associated review documentation.
- Oversee required status reports, management briefings, user guides, training, outreach materials, and knowledge repositories; maintain delivery quality and timeliness.
- Coordinate compliance with security, privacy, accessibility, and information protection requirements and support security authorization activities.
- Be available to the COR by telephone from 9:00 a.m. to 5:00 p.m. Eastern Time, Monday through Friday; respond to discussion or technical resolution requests within 24 hours.
- Lead knowledge transfer, onboarding, and transition activities; coordinate an authorized alternate during absences.

Work Environment:
Work is performed on-site at DHS CISA offices in Arlington, Virginia. Office noise is generally moderate. General work hours are 8:00 a.m. to 4:00 p.m. Eastern Time, Monday through Friday, excluding Federal holidays, with core availability from 9:00 a.m. to 3:00 p.m. Occasional work outside normal hours, including weekends or holidays, may be required for crisis response or critical IT issues. The Contractor Lead must also be available to the COR by telephone from 9:00 a.m. to 5:00 p.m. Eastern Time.
