Job Title: Business Analyst II

Location: Remote/Hybrid - DHS CISA and authorized contractor facilities — 4200 Wilson Boulevard, Arlington, VA 22203 and 4601 N. Fairfax Drive, Arlington, VA 22203. Telework only with Government approval.

Work Schedule: Monday through Friday.

Security Requirements: Must successfully complete the required DHS/CISA IRME background investigation and obtain and maintain a favorable suitability/fitness determination and required facility and system access.

Work Authorization: U.S. citizenship required for DHS IT system access. Must be authorized to work in the United States.

AttainX is seeking a Business Analyst II to support the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Infrastructure and Risk Modeling Environment (IRME). This role connects mission stakeholders and technical teams by assessing business needs, workflows, adoption, and modernization options. The analyst supports project planning and informed decisions for risk modeling and analytical capabilities.

Qualifications and Education Requirements:

  • A bachelor’s degree in business, information systems, management, or a related field is preferred; equivalent education, training, and relevant experience will be considered.
  • 2-4 years of related experience in business systems analysis, requirements analysis, financial analysis for IT projects, including stakeholder interviews, process mapping, and gap analysis.
  • Ability to translate business needs into requirements, user stories, and acceptance criteria.
  • Experience preparing cost-benefit analyses, evaluating alternatives, and tracking project costs, schedules, or performance.
  • Familiarity with agile, iterative, and waterfall delivery and requirements traceability.
  • Ability to analyze technology utilization, user adoption, data sharing, and opportunities to reuse existing capabilities.
  • Superior analytical, facilitation, documentation, and communication skills.
  • Federal IT experience and familiarity with DHS governance, geospatial systems, or risk analytics are preferred.
  • Must be a US Citizen with the ability to obtain and maintain a DHS CISA IRME Public Trust clearance.

Job Duties:

  • Interview stakeholders and facilitate working sessions to document business objectives, current workflows, pain points, and modernization goals.
  • Analyze existing and needed capabilities; document gaps, business requirements, and candidate system improvements.
  • Serve as a liaison between users and technical teams, clarify requirements, and support prioritization of approved capabilities.
  • Evaluate modernization options, costs, benefits, risks, and resource needs; provide inputs to the phased roadmap and milestone decisions.
  • Support cost, schedule, and performance tracking; identify variances and escalate issues to the Project Manager.
  • Analyze technology and data utilization, adoption, and program impacts; help define and track modernization success measures.
  • Identify collaboration opportunities, best practices, authoritative data sources, and reusable DHS or interagency analytical and geospatial capabilities.
  • Prepare reports, briefings, meeting minutes, action logs, and governance documentation supporting enterprise architecture and investment planning.
  • Coordinate with the Requirements Analyst to maintain traceability and assess the business impact of proposed changes.
  • Support outreach, feature announcements, user guides, webinars, and training; gather user feedback and document improvements.
  • Maintain project knowledge repositories and support transition and knowledge transfer while protecting sensitive information.

Work Environment:

Work is performed at DHS CISA offices in Arlington, Virginia, and authorized contractor facilities. Telework is situational, requires Government approval, and may be revoked. Office noise is generally moderate. General work hours are 8:00 a.m. to 4:00 p.m. Eastern Time, Monday through Friday, excluding Federal holidays, with core availability from 9:00 a.m. to 3:00 p.m. Occasional work outside normal hours, including weekends or holidays, may be required for crisis response or critical IT issues.
