Full description

SAIC is seeking an ESS/FRCS Network Administrator located in Manila, Philippines to support the USPACOM contract to secure operation, maintenance, and sustainment of Electronic Security Systems (ESS) and Facility Related Control Systems (FRCS). The focus of this position is on operational technology (OT); however, experience and expertise with information technology (IT) systems is required. Additional support locations may include Oahu, Hawaii, Guam, Japan, and Thailand.

In this role you will support the development, implementation, and operation of ESS/FRCS networks on site. You will review and recommend upgrades, extensions, and recapitalization of the control system networks and participate in long-term site planning while ensuring physical facility operations remain uninterrupted.

RESPONSIBILITIES:

  • Ensure secure, highly available connectivity for critical facility control networks, Electronic Security Systems (ESS), and industrial control systems (ICS).
  • Configure and troubleshoot network segmentation, routers, switches, firewalls, and Access Control Lists (ACLs) within ESS and FRCS environments.
  • Apply strict DISA STIGs, perform vulnerability remediations, and manage secure configuration within air-gapped or segmented ESS/FRCS zones.
  • Support network segmentation aligned with the Purdue Model and cybersecurity frameworks designed for industrial control and security system loops.
  • Use diagnostic packet-capture utilities such as Wireshark to monitor and troubleshoot industrial and security system communication protocols.
  • Ensure ESS assets (Access Control, Intrusion Detection, Video Surveillance, and Data Transmission Media) work in concert with IT systems and components.
  • Respond to and implement Cyber Tasking Orders affecting ESS and FRCS environments.
  • Apply patches and conduct regression testing on ESS/FRCS network devices and supporting systems.
  • Monitor hardware health of industrial and security network equipment, including switches and firewalls.
  • Upgrade and configure infrastructure hardware and software supporting FRCS, ESS, BMS, and SCADA systems.
  • Develop and maintain ESS/FRCS network specifications, system diagrams, hardware/software inventories, SOPs, and technical documentation.
  • Coordinate with site U.S. government representatives and articulate technical ESS/FRCS concepts to audiences at different knowledge levels.

Qualifications

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor’s and nine (9)+ years of relevant experience; additional four (4) years of experience accepted in lieu of degree.
  • Experience supporting Electronic Security Systems (ESS), Facility Related Control Systems (FRCS), Industrial Control Systems (ICS), SCADA, or Building Management Systems (BMS).
  • Deep familiarity with industrial and security system communication protocols.
  • Hands-on experience with rugged industrial networking hardware such as switches and firewalls.
  • Experience applying STIGs and hardening systems in air-gapped or segmented ESS/FRCS environments.
  • Working knowledge of network protocols, segmentation, ACLs, routers, switches, and firewalls.
  • Working knowledge of security compliance in a DoD environment: STIGs, GPOs, SCAP, and Purdue Model architecture.

REQUIRED CERTIFICATIONS:

  • Must have a current DoD 8570/8140 IAT Level II or higher certification such as Security+ CE, CySA+, CASP+/SecurityX, CISSP, or SSCP.
  • Preferred or highly desired: GICSP (Global Industrial Cyber Security Professional).
  • Additional networking certifications such as CCNA, CCNP Security, or CCSP are highly desired.

REQUIRED CLEARANCES:

  • Must have a current Active Secret clearance with ability to obtain a TS/SCI clearance.
  • Must be a current U.S. Citizen.
