Senior Business Analyst

Clerk Grade: 9/10 Employment Type: Ongoing and fixed-term opportunities available Locations: Sydney (McKell), Parramatta or Gosford, with hybrid and flexible working arrangements available

The Long Service Corporation (LSC) is a standalone agency within the Department of Customer Service that reports directly to the Managing Director of Service NSW while maintaining its executive agency status.

About the team

You’ll join our newly established Digital and Program Delivery team, responsible for delivering portable long service schemes and the systems, processes and operational capabilities needed to administer them.

The team also leads digital and continuous improvement initiatives across our existing schemes and services.

About the role

We’re looking for an experienced, hands-on Senior Business Analyst who can hit the ground running in a fast-paced digital delivery environment.

You’ll take ownership of complex analysis from discovery through to implementation, working across business, product and technology teams to turn ambiguity into clear, practical and delivery-ready outcomes.

You’ll need to quickly understand complex business and technical contexts, identify what matters most, work through competing priorities and constraints, and apply sound judgement to keep delivery moving.

Your day-to-day

As a Senior Business Analyst, you will:

- Lead complex business analysis activities from discovery through to implementation. - Investigate business problems and identify root causes, requirements, business rules, assumptions, dependencies, constraints and risks. - Translate complex needs into clear user stories, acceptance criteria, process maps, business rules and other fit-for-purpose delivery artefacts. - Analyses current-state processes and help design practical, scalable future-state processes and customer experiences. - Facilitate workshops and drive decisions across business, operational and technical stakeholders. - Work closely with Product Owners, Project Managers, developers, architects, testers and operational teams to ensure requirements are feasible, testable and effectively delivered. - Understand data, integration and system dependencies and assess their impact on business requirements and delivery. - Assess options and trade-offs where business needs, technical constraints, risk and delivery priorities do not align. - Support prioritisation, sequencing, dependency management and backlog refinement within Agile or hybrid delivery models. - Contribute to solution validation, testing, defect assessment and implementation readiness. - Provide clear recommendations, risks and insights to stakeholders and governance forums.

About you

To be successful, you will demonstrate:

- End-to-end Senior BA experience, personally leading complex analysis from discovery and problem definition through to implementation. - Strong structured problem-solving skills and the ability to establish the broader context before moving to solutions. - Strong requirements capability, including business rules, user stories, acceptance criteria, process modelling and traceability. - The ability to analyse problems across business, process, data and technology dimensions. - Strong delivery judgement, including knowing what must be resolved now, what can be progressively elaborated, and what represents an unacceptable delivery risk. - Experience navigating competing requirements, stakeholder priorities, technical constraints and delivery deadlines. - Confidence facilitating complex workshops, challenging assumptions constructively and influencing decisions. - Strong communication skills, with the ability to translate between executive, business, operational and technical audiences. - Experience working in Agile, iterative or hybrid digital delivery environments. - A strong sense of ownership, initiative and accountability in fast-paced and evolving environments. - Most importantly, you’ll be someone who can take an unclear or difficult problem, work out what is really happening, determine what needs to happen next, and help the team move forward with confidence.

2. Ambiguity and judgement

Describe a situation where requirements, processes, business rules or delivery priorities were still emerging and you personally brought structure, clarity and momentum to the work.
