The Optum Health Financial Tech team is seeking a strategic technology leader to drive Employer & Individual (E&I) HEDIS Retrospective Operations and Maintenance for a high-visibility cloud migration program. Supporting mission-critical modernization and regulatory compliance efforts, this role leads a team of data engineers and subject matter experts in delivering scalable, production-ready data pipelines. In this role, you will partner closely with business leaders and auditors, managing key operational commitments and integrating production-ready AI capabilities to automate workflows, mitigate technical risk, and maintain strict regulatory SLAs.
You’ll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
- Dev lead responsible for delivering Cloud based data engineering solutions along with driving AI implementations
- Lead, direct, and mentor a team of 6+ data engineers and functional subject matter experts to execute scalable data pipeline automations and maintain operational SLAs
- Guide the team in designing, building, and integrating production-ready AI capabilities into scalable data engineering architectures and automated pipelines with emphasis on responsible AI practices
- Manage critical communications and alignment with business partners and auditors regarding functional logic, quality measures, issue resolution, and regulatory reporting requirements
- Drive the evaluation and adoption of enterprise-approved AI tools to streamline data workflows, enhance pipeline performance, and drive continuous operational delivery
- Collaborate effectively across cross-functional product, enhancement, and source teams to resolve dependencies and safeguard business commitments
- Ensure strict adherence to HEDIS quality measure specifications, NCQA updates, and regulatory reporting timelines
- Remove technical and operational barriers to execution by facilitating key architecture and workflow decisions in complex environments

Required Qualifications:
- 5+ years of experience in the health insurance industry serving as a subject matter expert in HEDIS concepts, measure engines, and data domains (Member, Eligibility, Medical, Rx, Clinical) across Medicare, Medicaid, and Commercial lines of business
- 5+ years of experience using on-premise or cloud-based SQL databases in a business, research, or consulting environment
- 3+ years of Agile/Kanban delivery experience, including engineering best practices such as unit testing, TDD, CI/CD, pair programming, automated testing, and code reviews
- 2+ years of experience leading, coaching, and managing technical and functional team members (leading 6+ engineers/SMEs)
- 1+ years of experience evaluating, integrating, and deploying production-ready AI capabilities and GenAI/Agentic AI automations within enterprise technical workflows
- Proven experience supporting regulatory compliance reporting, business SLAs, and direct stakeholder communications with internal/external auditors
- Demonstrated ability to translate complex technical and methodological nuances to non-technical business partners and drive strategic decision-making
Preferred Qualifications:
- Bachelor’s degree in Computer Science, Data Engineering, Health Informatics, or a related technical field (or 4+ years of equivalent data engineering experience)
- Experience leading or supporting cloud migration initiatives for large-scale healthcare data processing platforms
- Experience with Fast Healthcare Interoperability Resources (FHIR) standards and clinical data domain integrations

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $112,700 - $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
